BUSINESS BIO: Counseling and Audit Services Cynthia's emphasis is on a preventative and proactive approach to personnel matters, working with clients to audit their human resource functions for compliance with the state and federal requirements. Cynthia develops Employee Handbooks, forms, policies, practices and procedures for the best practices of the human resource functions. Management Training and Investigations Cynthia conducts State of California required Management training on Harassment , Discrimination and Retaliation issue and provides training regarding compliance with Wage and Hour laws, Interviewing and Hiring, Documentation, Discipline, and Termination matters. Ms. Elkins also serves as an outside investigator for harassment and discrimination claims and allegations. Litigation Defense Cynthia represents employers in the defense of employment-related claims in state court, mediation, arbitrations, and administrative hearings. Professional & Association Involvement Cynthia holds many board and committee positions in various community and legal organizations. Cynthia currently is a Board member of the Valley Cultural Center, the Executive Committee of the Small Firm and Solo Section of the State Bar, District Director for the Conference of Delegates of the State Bar of California, and is an active member of the Labor & Employment Law Section of the State Bar. Cynthia has served as General Counsel for the Woodland Hills-Tarzana Chamber of Commerce for the past 5 years. Education & Employment History Cynthia graduated from Southwestern University School of Law and obtained a B.S. in Business Administration from California State University, Northridge. Ms. Elkins has taught Labor and Employment Law for the CSUN Extension program. From 1995 through September 1998, Ms. Elkins was head of the Employment Law Litigation & Counseling Department of Pearlman, Borska & Wax in Encino, and from 1987 through 1995 was the Senior Associate at an employment law defense firm in the San Fernando Valley. Speaking Engagements Cynthia frequently lecturers at state and national seminars for employers, trade associations and professional associations including the State Bar of California, Council on Education in Management. |
